12/3/2018 - Yellow vest and A2 license required for bikers
Since January 1st,
motorcycles of more than 106 hp can finally circulate freely in France ...
provided to count among the rare models to Euro4 norms, while waiting for the
official text ruling on the retrofit! As if this maddening indecision was not
enough, 2016 also marks the obligation to hold a yellow vest on motorbikes
and scooters and to begin motorcycle training with the A2 license, regardless
of age.
No, retrofit ...
but still more restrictions!
Since the
beginning of the year, French bikers can ride on motorcycles whose power
exceeds 106 hp - after some three decades unjustly restrained! - Provided that
they are equipped with ABS (mandatory in 2016 on all new two-wheelers over 125
cc) and that they meet the Euro4 standard, now imposed on all new models.
High visibility vest mandatory for 2 and 3-wheelers
If the government
voluntarily stagnates when it comes to giving motorcyclists the freedom to
which they have legitimate access (remember that no power constraint is exerted
in automobile, whatever the age of the driver or the car), its repressive methods,
they do not take any delay!
Since January 1,
2016, all bikers and scooters must be in possession of a retro-reflective vest
and wear it in case of breakdown or accident.
This obligation
does not imply (still?) The wearing of the vest while driving, but to hold a
"in a storage of their vehicle (net, trunk)", specifies the official
text. In case of control, the fine for lack of vest on board the motorcycle or
the scooter is 11 Euros. In addition, if you do not wear it in case of
emergency stop, the plum reaches 135 Euros!
Two other
important details to take into account: From the moment, it is CE approved,
this vest "high visibility" may be of a different color than yellow
(orange, for example, as those used in public works), even if a large majority
of vests sold in the trade adopt the fluorescent yellow. Moreover, a simple
armband such as those worn by cyclists is not enough: the decree fixing the
terms of this obligation makes explicit mention to a "garment worn on the
upper body" type "chasuble, jacket, or safety vest.”

8/3/2018 - Wearing the yellow vest will be mandatory
Announced for
several months but widely criticized, the decree mandating the wearing of
retro-reflective devices was voted. As of January 2013, motorcyclists riding
motorcycles or scooters over 125 cm3 will have to wear a yellow vest or armband.
The FFMC called yesterday for the mobilization...
At the end of the
Council of Ministers held yesterday at the Elyse Palace, Interior Minister
Claude validated one of the measures announced in the context of the 11 May
2011 IRB and particularly controversial. The voted decree provides that drivers
and passengers of motorized two-wheelers of more than 125cm3 will have to equip
retro-reflective devices as of 2013...
Failure to comply
with this legal obligation will be accompanied by a fixed fine of third class
(68 Euros) and a withdrawal of 2 points on the driving license. The FFMC
reacted by letting it know that it did not intend to let this
"measure" go by, which is "tinkered again in haste.” She called
yesterday for the mobilization of all her supporters.
The FFMC campaign
against the law on the wearing of the yellow safety vest in two-wheelers
The essence of the
problem is far from new: from the very first announcement, the FFMC expressed
its discontent by publishing press releases, launching public poster campaigns
(see illustration above) and organizing demonstrations. In response to this
call for discussion, the government has simply changed its text ... by turning
the vest into an armband.
This is the
misunderstanding among bikers, who do not need such a measurement for many
reasons:
The visibility of
motorcyclists on the road is already excellent thanks to the 4 retro-reflective
stickers on the helmet (legal obligation), supplemented by the
headlights for the nocturnal journeys;
Visibility is not
a question of lighting or colors of clothing, but more related to the lack of
attention of motorists who have not learned to cohabit with two-wheelers, yet
more and more numerous;
Why does the
measure apply only to two-wheelers of large displacement, and not to mopeds and
125cc? However, they are the least well trained and equipped...
In short, for the
FFMC, the government is "next to the plate.” With the presidential
elections taking place in the spring, the association will have to act quickly
if it wants to have a chance to see the government backtrack. That promises
great events!

2/3/2018 - The man did not wear a yellow vest
A car hit a
46-year-old cyclist on Thursday night as he drove on the D 606 at Cannes,
towards Villeneuve. He had to be transported to Paris in critical condition.
"He was not wearing a helmet and just had a small reflective vest. His bike
was not lit, regrets a police officer. This accident could have been avoided."
The driver of the
car, a 54-year-old resident whose consumption of alcohol or narcotics was
negative, saw him at the last moment. He violently hit her from behind. He then
went around three times with his car, at the Brio Depot store, to find the
victim and help him while awaiting the arrival of the helpers. Both were
returning from a day's work.
Friday evening,
around 19 hours, a car hit a cyclist on the D20, connecting Vise to Romaine,
resulting in the death of the latter. The gendarmes identified the victim. According
to the first elements, revealed by the gendarmerie, the man did not wear a yellow
vest, or any other reflective object. The driver of the vehicle was
tested negative for alcohol and drug tests. The gendarmes continue the
investigation.
The victim suffers
from major head injuries and multiple fractures. "With the night falling
earlier and earlier, it is imperative to equip your bike with light. Moreover,
the wearing of the helmet is mandatory for children under 12 years and highly
recommended for all practitioners," said the police in safety
vest.

23/1/2018 - Should an orange or yellow vest be in the car?
Many people spend
their holidays on their own cars. However, if you want to get all right, you
should check several things before going on. Should an orange or yellow vest be in the
car? That was what experts in the breakfast with New.
"Before the
trip, you should always check the vehicle itself, if you have the right fluids,
it is technically correct. If you have the right equipment, even if we have the
Geneva Convention that says the vehicle is to be equipped according to the
place of registration, the country in question does not have to be a compulsory
piece of equipment," says Pert of the Central Automobile Club.
Recent discussions
have raised the question of the color of the reflective vest. However,
according to Womack, it does not matter. "It's just a color, it's a lot of
talk about Austria that you need an orange vest, but that's not the case, the
vests have European certification, so you can have orange, red or
yellow-green," the ÚAMK spokesman explained. In some countries you have to
have an alcohol testosterone in your car. Mostly they do not even check it, for
example in France.
On your way to
Croatia, you should pay attention especially to radars. "Radars are
waiting for the driver almost every second village in Austria, in Vienna there
are radars perhaps 15, it is also measured for every traffic constraint, and
the fines are usually 50-100 Euros, from Austria there are photos, for example,
for telephoning, non-attachment or for bikers for absence of a safety
helmet," Vote said.
If you have small
children, you should definitely find out what the rules for fixing child seats
are. In Croatia, Slovakia or Germany, you cannot have child seats from 3 to 12
years old on the front seats.

17/1/2018 - You can become a yellow vest dressed volunteer of hospice
On 1 November, the
collection for the Koszalin Hospice will take place again. Volunteers in reflective vest will be
found at the municipal cemetery. As to the fact that the Koszalin hospice
carries out an important and invaluable work, no one has any doubts. For it to
be possible, however, money is needed. The contract with the National Health
Fund covers the cost of a patient's stay in only 70 percent. (Currently, there
are 45 patients in home care and 15 in a hospital ward).
The rest of the
money is, among others donations of good people. On November 1, we will be able
to support our hospice again.
- The collection
will take place, as usual, at cemeteries. Our volunteers will have marked
sealed cans and identifiers. They will also have yellow shirts, safety
vest or plates with the hospice logo, volunteer coordinator in the
hospice informs.
- More and more
foundations and institutions are appearing every year in cemeteries. Even
gladder that many Koszalin are looking for us and want to give their donation
to the hospice.
Many well-known
local politicians, journalists and social activists have joined the campaign
for many years. We invite all those who would like to become our volunteers
this day. Adults need only a personal ID to register, minors can come to us
with the consent of the guardian - reminds our interlocutor. Applications are
accepted until the last moment. You can do it by phone, e-mail or in person at
the volunteer's office. There may also be people who would like to be
volunteers in the hospice.
As we have already
mentioned, the November 1 collection is not the only initiative run by the
Koszalin hospice. On Tuesday, for example, another planting of daffodils took
place as part of the national campaign. In the spring, volunteers in yellow
vest will appear with flowers on the streets of the city, they will
hand them out for donations to the can.

29/11/2017 - The cyclist in yellow vest from behind
A dismissal could
be the cause of the traffic accident occurred at midnight this Monday in the
LZ-301, in the vicinity of Guide, which was seriously injured a cyclist in high
visibility vest, according to the Civil Guard shuffles.
The man, as
Lancelot Digital has learned, is 68 years old, not 75 as reported by 112, and
is apparently a doctor residing in Madrid, but who usually travels to Linarite
for work reasons.
It is not known,
however, why he was riding a bicycle on the road at that time of night,
although from the Civil Guard they have confirmed that he was wearing a reflective vest. The driver
of the car, a neighbor of San Bartolommeo, was given a breathalyzer control and
was negative. Hence, it is believed that the cause of the accident was an oversight.
As they have moved
from the Benefit, the car hit the cyclist in yellow vest from behind,
which is classified as a collision by reach, at the height of the 2,200
kilometer of the road. Although from 112 it was reported that the wounded had
multiple injuries, from the Civil Guard have specified that he broke his hip.

14/11/2017 - Yellow vests invite you to Pierre school
It is in the
presence of Didier Pierre (deputy mayor and volunteer with yellow vest in the
association), Cathy Coffin (assistant in charge of school affairs), director
Jean-Philippe Laverne and teachers of the school that the League against road
violence, in the person of its president Christiana Pinot, was invited to
Pierre school on the heights of Costs-Rouges, last Friday.
The objective of
this meeting was to make young schoolchildren aware of this plague by offering
them a yellow safety vest,
retro-reflective. Thus, 170 yellow children vests and 20 adult vests were
distributed. "By this action, we want to awaken young people's awareness
of road violence and try to make them responsible citizens...” says Pinot.
These vests, which will remain at school, will protect children during
out-of-school trips and school outings.
They will allow
them to be seen and protected from vehicles when they are on foot but also when
they are cycling. Remember also that the helmet and reflective vest is also
mandatory for children under 12, since March 22...

13/11/2017 - The yellow vest is not very secant
With the days that
are getting shorter and the weather deteriorating, it becomes important to have
good bike lighting for road safety. It is also an
obligation to have a white light on the front and a red light on the back of
the bike. This week, the Federation of Bicycle Users (FUB) is launching a
campaign: "Cyclists, shine!"
Bicycle lighting:
expert advice
With city lights,
the cyclist thinks he is visible to everyone. But the FUB reminds him:
"the cyclist without lighting is not visible". At night, or in case
of rain, he puts his safety in danger.
Bike lighting:
assets and liabilities
The lighting
called "active" allows both seeing and be seen: it is the actual
headlights. The FUB recommends fixed lighting, less subject to theft and more
convenient. In addition, a dynamo system is to be preferred: it has
"significant advantages: complete autonomy, modest weight, durability, no
recycling problem, lower cost of use". It is disadvantage? It stops when
you do not pedal anymore. However, many dynamo lights now have a battery.
At the back of the
bike, favor a "red diode fire" according to the FUB. They are
powerful and energy efficient. The equipment can be completed with
"passive" lighting: retro-reflective accessories. "It is better
to equip the bike first," says the FUB. On wheels and pedals, they are
mandatory. It can be added to the frame or panniers, or find a danger
retractor.
The yellow
vest is not very secant, but it is however "mandatory out of town
at night or when visibility is insufficient". In town, it is recommended
in case of frequent practice of the bike the evening or the night.
The local cycling
federations organize bicycle lighting awareness events throughout France. Some
organize light rides; others distribute lighting kits or reflective vests to
cyclists.

6/11/2017 - The yellow vest is mandatory for bikers
This is the case
for motorists since 2008, now bikers must have a yellow vest at hand,
whether on them or in a storage of their vehicle (net, trunk ...). Like
4-wheelers, they will have to carry it when they get off their vehicle
following an emergency stop, to improve their visibility. The measure concerns
users of mopeds, scooters and motorbikes.
Yellow vest for
bikers
Among the
novelties of this beginning of the year 2016, the obligation for the bikers to
own a yellow vest, as the motorists does it since 2008. The safety vest must be worn
when the vehicle is stopped for a reason of emergency, breakdown or accident.
The goal is to make bikers visible and reduce the risk of accidents. But the
measure is not much appreciated by the main stakeholders. Report of Muriel Buzzard,
Damien Rabies and Patrick Joann with David Duchesne, motorbike and motorcycle
accessories salesman, Michel Huston, biker and Stephan Cretin, biker and driving
school manager - France 3 Bourgogne
Why bikers are
reluctant?
Many bikers do not
know the new rules. They think that the yellow vest must be worn permanently,
over the motorcycle jacket. It's wrong. The regulations require this vest to
always be worn and worn only when the rider is out of the vehicle during a
breakdown or accident and is like a pedestrian in danger (on a road , on an
emergency stop band...). In case of non-compliance with these new provisions,
violators will be liable to a fine of 11 Euros in case of absence of vest on
board, and 135 Euros if they do not wear it as a result of a stop emergency.
Some also fear
that the measure is only a first step and that in the end the port is mandatory
as soon as they ride their bike. Nothing allows such a fear. Even in countries
where such a measure has existed for longer than us, only possession is
mandatory at all times, and wearing safety clothing in case of danger.
Finally, for many
bikers, especially those who have sports, the problem comes from lack of space:
no "glove box", no top box ... little or no seat under the seat ...
Highly ultra slim vests to slip in the glove or pocket!

13/3/2017 - The use of yellow vest has unleashed
The use of yellow
vest has unleashed all kinds of comments and jokes. Some of them can
see them in this note.
The regulations in
force since January 1 on the wearing of reflective vest in the car have generated several
comments.
The law has not
been very clear in its use, but that every motorist should keep it in an
accessible place in the vehicle, which has led to the inevitable memes.
Dozens of Twitter
users and other platforms have developed their photos and comments on popular safety
vest, which must be yellow and also took social networks.

26/10/2016 - Yellow vest for a safe way to school
60 school starters the Berger-level school have now
received safety vests. Carl Metz, Board Member for Transport and
Environment at ADAC Württemberg, they initially gave to Headmistress Petra
Dreier and Andrea Feuerstein, who is responsible for the city, among other
things for the affairs of the schools.
The race is on for this year's safety vests action in
the district. Graders are equipped at about 16 000 primary schools with the
yellow reflective jacket these days. Entertainer showed in the hall of
the Berger-level school with an equally entertaining and instructive
performance, it is important to be careful on the road and to know the traffic
rules. "A Bright Future" is the name of the security action 2016th
Undoubtedly, these are matter that children on the
road - and especially in the dark winter months - are more visible. These are
the yellow, reflective vests contribute. "You are already made up to 140
meters visible, with dark clothes only from 25 meters", held Carl Metz in
mind. But A Bright is all little girls and boys who do not miss it, every morning
to put on the reflective vest and thus clothed on the way to make.
That the students as possible to come to school on
foot, which is a concern of Rector Petra Dreier: "The children have to
learn on the road, the independent participation." On the basis of
appropriate teaching materials, children are playfully introduced to the issue.
